Ten years ago, when I started my legal practice, the very first work that came to me was related to a domicile certificate. At that time, I thought, “I am an Advocate, this is not my work.”
However, my senior gave me advice that I follow even today:
“The first rule of legal practice is — never say no to any work.”
As a junior, I followed this principle, and today, even after being well-settled in my practice, I continue to believe in it. I never refuse work related to domicile certificates or gazette services, because these matters connect directly with real people and their everyday struggles.
My first client was an auto-rickshaw driver. Unfortunately, his work could not be completed due to a lack of proper documents. But that case gave me something far more valuable — experience and practical knowledge.
Yesterday, when I came across a MHADA advertisement, it reminded me of that very case. My client had approached me to apply for the MHADA lottery, for which a domicile certificate was required.
That memory inspired me to write this article.
Today, applying for a domicile certificate in Maharashtra has become an online process. (Offline bhi kar sakte hai)
If you are tech-savvy and have all the required documents, the process is simple.
👉 In such cases, you may not need an advocate or agent at all.
However, due to a lack of awareness, many people:
Feel confused or anxious
Do not understand the documentation
End up paying unnecessary fees to agents
If you can afford it, hiring an agent is completely your choice. But the truth is — you can do it yourself if you have proper guidance.
During my visits to tehsil offices, I have often seen:
Middle-class individuals
Confused and unaware of the process
Unsure about documents
Worried about deadlines
This article is written especially for them — to simplify the process.
In Maharashtra, a domicile certificate is commonly known as a “Rahivashi Dakhla.”
It serves as proof that: You have been residing in the state for the last 10 to 15 years.
The most important requirement is continuous residential proof for 10–15 years.
Key Documents Include:
Electricity Bills (10 years) – Preferably one for each year
School Records (for students):
10 years’ result
Bonafide certificate
Father’s Domicile Certificate (if applicable)
Leaving Certificate
Aadhar Card
PAN Card
Ration Card
👉 The most crucial element is proof of continuous residence.
Once you have all the required documents ready, the first step is to create your account on the Aaple Sarkar portal.
While registering, make sure to enter your full name correctly and select the appropriate district, as this information is crucial for your application.
After successful registration, log in to your account. On the left-hand side, you will find a list of departments. Select the Revenue Department, then click on Revenue Services, and proceed to choose Domicile Certificate.
Before submitting your application, ensure that all your scanned documents, including your photograph, are properly resized as per the specifications mentioned on the website. Also, don’t forget to download and fill out the declaration form available on the portal.
Once everything is completed, proceed to pay the application fee, which is approximately ₹100.
After submission, the processing time is generally around 15 days. If all your documents are correct and complete, your domicile certificate will be issued within this period.
In case your application gets rejected due to any missing or incorrect documents, don’t worry—you can simply reapply after correcting the issue.
